Here is the general procedure: First, we request a hearing before the Illinois Prisoner Review Board. Hearings take place every few months in Chicago and in Springfield. After this hearing, the Prisoner Review Board makes a recommendation to the Governor. At this point, the Governor reviews the Petition and makes a ruling. Since there is a great backlog of Petitions for Clemency, and the Governor rules on each Petition, it can take up to several years for a Governor to rule on a Clemency Petition. Because of the special nature of a Clemency Petition, the Petition needs to be carefully prepared, analyzed, and meticulously presented.
